I An united service of intercession, ar- ranged by the Mayor (Mr R. J. Williams) was held on „ Wednesday, on the vecant land adjoining the Government Buildings. To the appeal made by the Mayor that the shops should be closed for the day, there was a general response, and quite 700 people of all denominations attended the service, which wa3 of an impressive char- acter. The officiating dorgy and ministers were the Dean of Bangor, the Revs. J. D. Jones (St. James and Cathedral Welsh), Rees Jones (St. iMary's), and H. J. Williams (St. James), representing the Church; the Rave. Hugh Jones, D.D., and O. Madoc Roberts, Welsh Wesleyans; Lewis Wil- liams, Calvinistic Metn Ellis Jones, Welsh Congregational; and T. Morgan, English Baptists. The Ten. Archdeacon Lloyd Jones was alao on the platform, while several other clergy and ministers stood among the congregation. The Mayor, who presided, read the fol- lowing letter from the Bishop of Bangor, who was to have delivered a short addrefes: —" Dear Mr Mayor,—I have to go up to London to-day on important business, and am afraid that I shall not bo back in time to be with you on Wednesday. We have great need, all of us, to increasa our prayers to God, first to show ub what we have done to cause Him to send this judg- ment upon u?. Then to give us grace to do what we have to do, and bear what- we have to bear and fight the enemy rased up againat us manfully, bravely, as Chris- tian men and women. I hope that Wed- nesday's service will find favour in the eight of God. The service included a national con fes- eioxij a aolemn thanksgiving, a general intercession, a prayer for soldiers, sailors, and airmen, a prayer for chaplains, doc- tors, and nurses, a prayer for prisoners of war and all other sufferers, and a, nraver for the nation at home. Many appropriate hymns were sung with great effect, including Great King of kings," "Cofia'n Gwlad," and "0 Gjod, our help in ages past," and in connection with the ginging a, striking and charming incident occurred. When the first hymn was sung a swarm of seagulls came in from the sea and hovered above the con- gregation, disappearing when the ringing ceased, but reappearing during the eing- ing of each successive hymn, including "God Save the King," with which the service closed. LOCAL GOVERNING BODY. PAYMENT OF SCHOOL TUITION FEES At a meeting of the local Governing Body, last week, the Chairman (Dr. Phillips) and the Vice-Chairman (Mr A. Ivor PryceJ were re-elected. A recommendation by the General Pur- poses Committee of the Friars' (Bovp) School, that the free education hitherto given to a Serbian boy be continued for another year, was adopted, subject to the approval of the Board of Education. The committee altto recommended that tho tuition fees for a boy who had left the school without the usual notice in order to enter another educational institution be remitted. Mr H. O. Hughes thought it was not right or fair that the committee should make auoh a recommendation, and he pro- tected against it. Either those fees were legally payable or they were not.. His opinion Wêl8 that they could not compel anybody to pay them. But, as govern- ors, they had fought shy of testing the question, with the result that defiant parents had escaped scot free and the innocents mulcted. Mr Ivor Pryce said he had once been instructed to prosecute in a case of this kind, but the defendant paid up, and the case was withdrawn at the last moment. Mr Hughes eaid he knew of many case. where the parents were absolutely defiant, and declined to take any notice of threats, and they were not proceeded against. It was simply a. question of getting a parent with sufficient backbone to test the matter in court. Mr Glynn Williams, headmaster of Friara School, said he had at first objected to the application being granted, on the ground that it might form a dangerous precedent; but the exceptional circum- stances under which the boy had been elected to a musical scholarship overrode the danger of a precedent. The recommendation of ths General Purposes Committee was adopted. The committee further recommended that the governors should renew the in- terna! scholarship of P-3 173 6d to E. H. Williams, and that he ülo be granted a bursary of E5 for next year. The Head Master 6upported the recom- mendation, which was adopted. In the course of a discussion on matters concerning the County School for Girls, Miss Maflon, the head mistress, referred to the remarkable mathematical work of Mis* Marjori e Window, a former County School girl, who in her Central Welsh Board ex- amination had submitted a mathematical paper which the examiner had returned to her professor with full marks, with the observation that it contained no erasures, and ought to be sent round to other students as an example of what a mathe- matical paper should be. OGWEN TRIBUNAL. I At a sitting of this Tribunal on Wednes- day. when there were present Mr T. Roberts (chairman), Canon T. Edwards, Rev. Wm. Morgan (St. Ann's), and Mr W. D. Attention was drawn to the fact that the holder at the gas works went down from 19 to 22 points during the night, after the pres- sure was turned down. Mr John Roberts 1 consider this is a very serious matter, and we certainly ought to inquire into it. Mr J. Thomas said that the Council esti- mated yearly A:50 to meet leakages. No action was taken in the matter. A petition, signed by the majority of grocers in the district was read by the Clerk, asking that they be allowed to appoint two representatives oil the Food Committee, bc- ing that Labour was already well represented on that body. Private vans, who was 32 years of age, c-nlisted in Auguat, 1914, and his two brothers, who joined up in the early stages of the war, have been wounded, one of them, Private Humphrey Evans, having only lately re- gained convalescence. I CARNARVONSHIRE. I POLICE COMMITTEE, -17- I INCREASE OF WAR BONUS. A meeting of be Carnarvonshire Joint Police Committee vyas held on Thursday, under the presidency of Mr R. E. Jones. The Finance and Audit Committee re- ported upon a petition received from all ranks in tho iorce asking ior an increased war bonus. Oil behalf of tho Committee, Mr J. H. Pritcha.rd moved that the salary of the Chief Constable be raiaeu to a max- imum of C450 per annum, to which 1e would be entitled in three cr four years, and that he be also paid a war bonus of £50. The recommendation was adopted. With regard to the remainder of the force. Mr Charles A. Jones moved that instead of the present war bonus a bonus Oíf 169. per week be given to members of the force of all ranks, to include all allow- ances for lost days, etc.. with an addi- tional la- 6d. caC.1 per week in respect of each non-wage earning child under 16. This was also carried. REMUNERATION FOR HARVEST WORK. The Chief Constable submitted a circul- ar letter from the Director of National Service with referenco to permitting- mem- bers of the force t? assist in the harvest. He said that instructions -were given last year to the men to do what they could to assist tae farmers. The men were not en- titled to receive any remuneration for their work. Mr Thomas Roberts said that farmers would be very grateful for assistance in the evenings. He moved that the rate of remuneration be fixed at a shilling per hour, and tin's was agreed to. UNIFORM PAY IN NORTH WALES. I Mr Maurice Jones submitted the report of a conference of puiice authogities of North Waies held to consider whether uni- formity of act-ion could be agreed upon ta to police pay, war bpnus, and allowances. The most important of the recommenda- tions made were that a flat rate scale ot annual pensionable pay be fixed by the Home Office to apply to all forces and for all ranks below that of chief r-on- stable; that the varying conditions of different poljce districts as regards wage-e, cost of living, etc.. should be met by non- pensionable allowances by local authori- ties. one-half to be paid by the Treasury; and that the age limit be abolished. The scale of pensionable pay sux'g^sted was as follows:—Constables on appointment, £1- 10s. per week, to be raised to £2 after 12 years; sergeants, £ 2 4s., to be raised to 92. 10s. after six years; inspectors, £135 per annum, to be raised to J6155 after eight years; superintendents, X170 per an- num. to be raised to 2210 after eight years; deputy chief constables, £ 10 per an- num above the salary payable to a super- intendent. In Carnarvonshire there were only seven German-born males and three females and 12 British-born females who were now of German nationality.
